Foreskin isn't going back over?

it is OK if your foreskin doesn't cover your glans , at 13YO your is just starting to grow and masturbating does usually push the foreskin off the glans. you are fine so just enjoy and your foreskin will go back to normal when its ready. my foreskin still stay back after i but it go back after i am soft for awhile
