If not welfare, who should help unwed moms of infants with deadbeat dads?

i dont know but is bothers me .. people have without thinking and we have to have it come out of our taxes . i was once unwed and having ..i used birth contol ..not a hrd thing to do .. as for the dads $$ need to be taken from the payroll
