Help with getting my lawn mower to start?

I was going to mow my lawn this morning and my lawnmower which is only about 3 months old does not wanna turn over. (arg!) I am not familiar with them or know what Im doing really. I have added moter oil, the clutch is pulled outt every time I pull the cord now what do I look for to fix or to check for that I am not thinking about. My gr is getting tall and I'd like to mow it today if possible. Any insight will be helpful thank you to all in advance who respond. Have a nice day.
