What can be done about unleashed dogs in public areas?

Recently, I have noticed quite a few unleashed dogs (particularly large ones) in city parks which have leash laws. Most of these owners are apathetic to rude about it when approached on the subject. Just today, I saw two Rottweilers running down the trail (off-leash). This surely has to be a hazard to everyone else. What can be done?
