How can I fix my lawn?

When I moved in they had laid sod down but it started to die.Last spring I planted new seed and it started to comw back but then died again.I found out from my neighbor that they just laid the sod over a bunch of weeds and that I have vine weed in my yard.So what do I need to put down before tilling my lawn and planting new seed to kill the weeds?
