My turtle is basking TOO much!!!?

I have rescued a Baby snapping turtle, about 1 or 2 years ago, he's grown about 1 inch since I gotten him, he lives with another snapping turtle, both of them are male. The one he lives with is much bigger than him. He has been sitting on the rock for almost a week, when ever I put him in the water, he uses the other turtle's back to get on it. I am a future wildlife refuge owner, and I need info. Please help!
